Pragyan Bharati Scheme 2026


Pragyan Bharati Scheme, an Government of Assam scheme that was launched in 2020 under which meritorious girls students who passed Higher Secondary (HS) final examination with 1st Division receive an electric or petrol based scooter. 
 
However starting from the year 2025, under this scheme, the government will provide scooters to all students who obtain 80% or more marks in the Higher Secondary Final Examination conducted by Assam State School Education Board. Further the award is known as as Dr. Bani Kanta Kakati Merit Award under Pragyan Bharati Scheme. For the year 2026, registration for this award starts from 29th July 2026 till 21st August 2026.

The main objective of Distribution of Scooters are as follows:

a. To foster a sense of competitiveness and encourage students to perform better in their studies.
b. To motivate students to pursue Higher Education.
c. For better mobility of the students for facilitating easy access to higher education.
d. Enhancement of Gross Enrollment Ratio (GER) in the state of Assam.

Eligibility Criteria of Assam Free Scooty Scheme


Candidates must fulfill the following criteria to receive scooty under Dr. Bani Kanta Kakati Merit Award:

Resident-ship: Students have to be residents of the State of Assam.

Qualifying Exam: The students must obtain 80% or more marks in the Higher Secondary Final Examination, 2026 conducted by Assam State School Education Board.

Other Criteria:

# Students in the betterment and reappearance category are NOT eligible for the scheme.
# Students admitted in institutions outside the State are also eligible provided they have a valid
PRC of Assam.

Directorate of Higher Education, Assam will release the lists of eligible students for Pragyan Bharati Scooty Scheme in due course of time. The Assam Scooty Merit List 2026 can be checked from following table.

Distribution Process of Dr. Bani Kanta Kakati Merit Award


The process of distribution of scooties under the Dr. Bani Kanta Kakati Merit Award is as mentioned below:

  • The list of students with 80% above marks will be collected from Assam State School Education Board (ASSEB) Council.
  • The list of beneficiaries will be uploaded in https://directorateofhighereducation.assam.gov.in/ .
  • The eligible students will fill up an online application form. 
  • The Director of Higher Education will notify a list of Nodal Principals for smooth distribution of scooters to eligible beneficiaries.
  • The Nodal Principals will be responsible for collecting the Appreciation Certificates from DHE.
  • The eligible students will collect Appreciation Certificate from Nodal Principal concerned and submit the same to the allotted dealer.
  • The Government will provide the amount for Scooter Registration and Insurance to the Nodal Principals. After properly verifying the beneficiary details, the Nodal Principals will release the money to the concerned dealer without delay.
  • The students will collect the scooters from the dealers concerned. The students will not pay any money to the dealers for cost of registration and insurance.
  • The helmet will be provided free of cost to the beneficiary student along with the Scooter. Government will not pay for any accessories.
  • In case of a student’s untimely demise, the legal guardians may/ may not choose to collect the scooter.
  • The beneficiaries of the Dr. Bani Kanta Kakati Merit Award under Pragyan Bharati scheme shall not be eligible for the Nijut Moina Scheme. However, if any Girl beneficiary opts out of receiving the scooter, she can apply for the Nijut Moina Scheme.

Discontinuation of Free Scooty Scheme 

The Assam government, in the Budget for 2026-27, proposed to discontinue the distribution of scooters to meritorious students from the next academic year. This year, around 18,000 students will be eligible to get scooters under Dr. Banikanta Kakati Merit Award. 

“To ensure equitable distribution of educational support, so that a larger number of deserving students benefit instead of assistance being confined to a single percentage cut-off, the existing distribution of scooters under this scheme shall discontinue from the next academic year,” Finance Minister Jayanta Mallabaruah said in the Assam Assembly while presenting the full Budget for 2026-27.

The resources thus made available will be utilised in strengthening and expanding Nijut Moina and Nijut Babu schemes, he said.
